Quebec, March 3, 2011 - Under the proposed construction of a mini-hydropower plant on the Jacques Cartier River in the municipality Shannon, the Quebec Federation for Atlantic salmon (FQSA) maintains the clear and firm opposition to the construction of any dam whose establishment is proposed in areas already colonized by salmon. This resolution was adopted at the Annual General Meeting of members of the FQSA in April 2009 and repeated in 2010.

To this end, the application FQSA:

- - the Government of Quebec that any proposed hydroelectric development on a salmon river must be submitted to the process of public hearings (BAPE)

- - Department of Natural Resources and Wildlife continued to intensify operations to restore salmon in the river-Jacques Cartier

- - the Ministry of Environment, Sustainable Development and Parks accelerate the process of creating a protected area to preserve the ecological integrity of the riparian corridor of the River Jacques-Cartier.

The FQSA was one of the stakeholders behind the project to restore salmon to the River Jacques-Cartier and represents the interests of a broad coalition of supporters uniting their voices to the cause salmon in Quebec.

Resolution concerning the proposed construction of a dam and hydroelectric plant on the Jacques-Cartier in the Shannon

Whereas the Municipality of Shannon has been selected following a call for applications under the power purchase program for small hydro and has publicly announced its intention to build on the bed of the Jacques Cartier River hydroelectric power low power (less than 5 MW);

Whereas the Department of Natural Resources and Wildlife, supported by a broad popular consensus has launched in 1979 a project to restore salmon in the River Jacques-Cartier and that public and private funds totaling $ 11 million has been invested to the realization of this project;
